RULES REVISION ANNUAL GENERAL MEETING –

WEDNESDAY 27TH SEPTEMBER 2006 

PROPOSED AMENDMENTS TO RULES 

ASSOCIATION RULES

 

PROPOSAL - Withdrawn by proposer.

That Rule 4 (B) (vi) (page 66) be amended to read 

“A Development Sub Committee of 3 members and the Development Officer (acting as Chairman)  

RATIONALE.   The workload of the Development Sub Committee, under the careful guidance of the Development Officer (Alan Tipton) can be more effectively discharged by a smaller more focussed Sub Committee. 

Proposed by Barry Jones (League Secretary) and seconded by Steve Miller (President) on behalf of the Management Committee. 

PROPOSAL - Failed

That Rule 10 (A) (page 68) be extended by the addition of 

“A levy of £0.50 for each registered member, of all Member Clubs, to be used exclusively to assist the funding of Senior County fixtures. 

RATIONALE.   The funding of the Senior County Team continues to be problematic.   No fund raising projects have emerged through the Senior County Selection Sub Committee and this approach, applied successfully to assist the funding of the Junior County Team, is seen to be reasonable and equitable to all Member Clubs.

PROPOSAL - Passed

That Rule 16 (page 70) be amended to read 

“An official transfer form will be provided by the Association Secretary on request.   Transfer requests will be considered by the Association Secretary at any time during the league bowling programme subject to: 

(i)                  No change.

(ii)                No change.

(iii)               No change.

(iv)              No change.

(v)                If approved the transfer request will become effective 14 days after receipt by the Association Secretary.   The Association Secretary will inform the player, his new club and the League Secretary of the effective date of the transfer within 14 days of receipt.

(vi)              No change.

  RATIONALE.   The existing transfer arrangements are both cumbersome and time consuming.   Requests are seldom rejected.   The new approach is seen by the Management Committee to be more expedient.

PROPOSAL - Passed

That Rule 19 (page 71) be deleted. 

RATIONALE.   This Association Rule is redundant and should be deleted.   There is no consistent approach for League, Cup and Merit Competitions.   Responses to inclement weather conditions are dealt with as follows:- 

League Rule 14 (page 91), Cup Rule 9 (c)(page 107) and Merit Rule 5 (c)(page 98). 

The important thing here is that league matches should not be called off before 17.00 hours as stated in League Rule 14. 

Existing Rule 18 (E) will be renumbered as Rule 19 if this proposal is approved.

LEAGUE COMPETITION RULES 

PROPOSAL - Passed

That League Rule 5 (page 88) be deleted. 

RATIONALE.   This rule is no longer appropriate as County Matches are not programmed by BCGBA for Saturdays.   If the deletion is approved it will enable selected County players and Officials to participate in both County Matches and WWCBA League Matches and/or Cup Matches on the same day.   This will likely happen infrequently. 

Rule 6a will become Rule 5 and Rule 6b will become Rule 6 for purposes of continuity.

PROPOSAL - Withdrawn by proposer

That League Rule 7a (page 88) be amended to read. 

“Member Clubs having more than one green shall 

(i)                  If they have both Premier and Alliance Teams, identify the green on which their Premier Matches will be played and the green on which their Alliance Matches will be played.   They need not be the same green.

(ii)                If they have both Premier and Mixed Teams, identify the green on which their Premier Matches will be played and the green on which their Mixed League Matches will be played.   They need not be the same green. 

RATIONALE.   To offer a clear course of action for clubs with 2 greens.

PROPOSAL   (an alternative to the previous proposal) - Passed

That League Rule 7a (page 88) be amended to read. 

“Member Clubs having more than one green shall identify the green on which their League Matches shall be played.   This will be the same green for both their Premier and Alliance Matches and/or their Premier and Mixed League Matches. 

RATIONALE.   This is not a new rule, but clarifies the rule passed by the membership at the 2004 AGM.

That League Rule 9 (d) (page 90) be amended to read. 

“Circumstances covered in Merit Rule 11 (iii).” 

RATIONALE.   This amendment is a consequence of the amendment to League Rule 5 (if approved).

CUP COMPETITION RULES 

PROPOSAL - Passed

That in line 3 Competition Rule 1(A) (page 106) be amended from “Divisions 1 to 4” to “Divisions 1 to 3”. 

RATIONALE.   This amendment reflects the practice currently adopted by the Competitions Sub Committee following what appears to be an editing error in the Yearbook 2006.

PROPOSAL - Passed

That the first sentence Rule 16(b) (page 109) should read as follows: 

“No player shall be eligible to bowl on a Cup green venue as a Member of a visiting side in any Cup Matches if he/she is a Member of the host venue club. 

The second sentence is still valid. 

RATIONALE.   This Cup Rule is incorrectly recorded.   The first sentence should be rewritten to properly capture its purpose.

Proposed Amendments to League & Cup Competition Rules for 2007 

Composition: - Failed

1.                 Page 87 - Line 8 delete 12 add 10. 

Rationale 

By playing 22 league games in 24 weeks the season has become too congested. 

Playing 18 league games in 24 weeks would allow some Saturdays to be used for cup games, club competitions & rearranged matches.

Match Rules (League Competitions) Passed

1.       Page 89 - Delete Rules 8a & 8b. Replace with new Rule 8 as follows: 

For Premier, Alliance and Mixed Gender bowling, all matches to be played on or before the date scheduled by the Management Committee to start at 3 p.m.   No practice to be taken by the away side.   The home side allowed to practice until 2.55 p.m. 

If inclement weather develops and the green becomes subsequently playable matches will commence at that time, i.e when the green is playable.  The match cannot be called of until 4.30p.m. 

Rationale 

Years ago pubs & clubs did not open until 6pm and we were forced to matches to their opening times. This no longer applies, and because people have other social activities an earlier start time would be helpful.

League Fixtures: New Rule: - Passed

          Fixtures format to be set out as follows:  

          The season to be split into two halves playing each team once in the first half with the return fixture to be played in the second half.  

Rationale 

          There is no current rule which states that fixtures must be played on a  home and away basis over two weeks and it is felt that it would give more interest over the season to play matches in a similar format to football leagues.

          Mixed League Rules 

          Delete Rule 19a and replace with Mixed League matches will commence at 3 p.m.  No practice to be taken by the away side.  The home side allowed to practice until 2.55 p.m. 

          Delete Rule 19b and replace with Mixed Cup matches will be played on Saturdays and commence at 3 p.m. on a neutral green.  No practice for either side. 

Rationale 

          To bring the Mixed League in line with the Premier and Alliance leagues

Match Rules. 

          9a. Replace Friday evening commencing at 7pm with Saturday commencing at 3pm. 

          9c. Delete the following Friday evening at 7pm. Add within 14 days 

          9c. Delete if this falls on a Bank Holiday weekend the next Friday. 

Rationale 

          To play Cup Matches on a Saturday could encourage more Clubs to enter

NOTICE OF MOTION TO THE WARWICKSHIRE AND WORCESTERSHIRE COUNTIES BOWLING ASSOCIATION  

FROM MOOR LANE BOWLS CLUB 25/8/2006 - Passed

SECONDED BY ROYAL OAK B.C. 

Given that the objectives and powers of the Association are to encourage, control, manage and regulate the game of Crown Green Bowling in the Counties under the direct jurisdiction of the Association, we propose that female bowlers be allowed to play in Warwick and Worcester Premier and Alliance league, cup and merit competitions with effect from the start of the 2007-2008 season. 

  • Should the motion be carried, female bowlers would be subject to the same rules that apply to their male counterparts.
  • Should the motion be carried we propose that the current Mixed League be abolished.

The teams currently in that league, depending on their circumstances (what teams do they have in the current Premier & Alliance Leagues), would then, together with teams in the current Holding division, form new lower divisions of the Premier or Alliance Leagues. 

Should insufficient teams be available to form a new division in the respective Premier or Alliance League then they would be streamed into one or more Holding Divisions, depending on numbers.   

  • Should the motion be carried this would require an amendment/change to:
  • Association rule 15:

The phrase “Competitions shall be confined to males, other than the Mixed Leagues and Mixed Cup Competitions which shall provide for mixed gender bowling”  

Would need to be changed to  

“All competitions, excluding the W & W Individual Merit and the W & W Junior Individual Merit, shall be open to all bowlers of either gender” 

This is due to the fact that at present, the winners of these two competitions are entered into competitions such as the Champion of Champions, which, under present BCGBA rules, do not allow female bowlers.

  • League Competition rule 1:

The phrase “The league shall consist of male only Premier and Alliance sections, the latter to be open only to Alliance teams of clubs taking part in the Premier section and a mixed section providing for mixed gender bowling”  

Would need to be changed to  

“The League shall consist of Male and Female Premier and Alliance sections, the latter to be open only to Alliance teams of clubs taking part in the Premier section” 

The phrase “Clubs entering the Premier, Alliance and mixed Leagues…” 

Would need to be changed to 

“Clubs entering the Premier and Alliance Leagues…” 

  • Mixed League Rules 19(a) – 19(g) inclusive

All these rules would need to be abolished should the mixed league be disbanded.

Proposed Rule Change -Warwick and Worcester Cup Competition  

   Change current W & W Cup Rules 2 and 9a back to what they were for the 2005  season.  - Failed

    Explanation 

    This is to change the various main Cup Competitions back to 12 a side on a Saturday or Sunday afternoon instead of 8 a side on a Friday night. 

    Reason for proposal 

   Whilst the reason for the change in the Cup format was understood it is felt that the  

   Cup competition has been seriously undervalued.  

   Despite the reduction in the number of players it is more difficult to fill teams on a  

   Friday night and clubs play weakened teams 

   For those clubs that have a strong membership it can also mean that Alliance teams

   are in effect half filled with premier players.   

  Only a maximum of 16 players can play for each club in each round meaning 8 

   players don’t get a game in the cup any more.

Proposed Rule Change – Arthur Mitchell Cup Competition

Rule 2  - Passed

Delete words ‘except the final which shall be played by teams of 12 players on a neutral green and under the control of a referee appointed by the Management Committee’ 

Insert the words ‘The home and away venues for the final to be played under the control of referees appointed by the Management Committee’ 

Explanation 

This is to make the final be played on the same basis as all the previous rounds i.e. 6 Home 6 Away and for both legs to have a Referee.   

Reason for proposal 

  1. It seems much better / more sensible and more interesting to play the final also as 6 Home 6 Away. There seems no reason why the final should be different –i.e. 12 a side on a neutral green.
  2. Rule 6 explains what happens when there is a tie in the Bomber Cup, however this rule does not properly cover a tie in the final. This proposal will remove this anomaly.
  3. With common use of mobile phones there would be no delay in knowing the result of the game which may have been the case in the past.
  4. Two venues may encourage more spectators.
  5. Saves the management Committee having to find a venue for the final which could prove difficult with the final currently always being so late in the year.

Proposed Rule Change – Arthur Mitchell Cup Competition         

Rule 8 - Passed

Delete the whole of current rule 8 and replace it with:  

‘An open draw will be made prior to the commencement of the Competition each season.  Each round not to be redrawn but the winner of Match 1 to play the winner of Match 2 etc in subsequent rounds’ 

Explanation:  

Instead of having the current 4 zones based on proportional entries this means that teams can play against sides from anywhere in the Association.  

No need to redraw each round so you can see in advance of who you could be playing in later rounds if successful. 

Note: Clubs entering two teams could have them play against each other. 

Reason for proposal: 

1 .The Bomber Cup has lost some of its magic as you always play the same teams every year and more often than not it’s the same teams that qualify. 

For example in both 2005 and 2006 ‘The Mikes’ A team played Brookvale Social in their first match and Sutton Park in their second. This makes it less interesting especially as we play them in local midweek leagues as well  

Only a total of nine different clubs played in the North Zone in 2006- the likelihood of playing the same clubs each year is ever increasing.  

2. No extra work for the Competitions committee – the draw for the whole competition will be pre-planned.  

3. Different greens to play on.  

4. May allow for the competition to start earlier – as there will be fewer byes.

   Therefore the final could possibly be brought forward to before October which is   

   very late in the season for a major final. Currently due to the zoning there are no or  

   few matches in the early months of the season but if you are successful then it

   seems a real squeeze to fit later rounds in when the nights are getting darker.
